DREDGING
Front of canal
By the time you receive this mailing, the County dredge will be completed on the canal.
Horowitz has been very helpful in getting this done, but Roy Jager is our hero in making
this happen.
The County did not have the required permits to do it, but all our permits were in order,
so we signed them over to the County.
The mouth of the canal had been petty badly blocked, but this dredge should last for 3-4
years, but we’ll have to consider maintenance dredges in between.
The County dredge is saving us about $40,000.
We’re not sure we can rely on the County to repeat this.
Back of canal
We’re looking into the cost of the required soil samples and survey to see if dredging the
entire canal is financially feasible.
We will approach Stony Brook to see if they will do a soil sample at no cost to us.
The Canal-Misc
215 Long Neck will go up for auction in Oct 2023 unless the owners pay the back
property taxes. There are interested buyers in the community.
Thanks to Tristan who will set up NO WAKE- SLOW signs and buoys for the canal.
Empty Lots
The empty lots in the neighborhood are now being maintained by the neighborhood.
We have a contract with the town for 5 years to maintain those properties.

DREDGING
Front of canal
We’re still on the list as a priority (thanks to Ed Warner) for county dredge this fall. It would also include the mouth of the canal between Royal & Sylvan DEC permits are still valid. Renewal of Army Corps of Engineers permit is pending in case the County doesn’t come through and we have to do it ourselves.
Back of canal
We’re looking into the cost of the required soil samples and survey to see if dredging the entire canal is financially feasible
After 15 years, finally, the Town repaired the bulkhead at 215 Long Neck. It will go up for auction in Oct 2023 unless the owners pay the back property taxes.
There is some confusion about which slips belong to who among the Royal 13. Mike Frankow has identified some, but we will obtain a survey and ID all. There was a guest slip which may be useful to slide the slips around a bit.
The parking problem by the slips seems to have been taken care of, but we may put up. No overnight parking signs to put up, though this already is a Southampton town regulation.
The Canal-Misc
LNRC has purchased several NO WAKE- SLOW signs. Let us know if you want one on your property
Some crazy people have been coming down the canal at high speeds and hitting other boats (no damage yet)
As we have reason to believe that these incidents are results of renters we are looking into
whether we can require them to have insurance etc before we rent our dock space or
homes.
We are requiring all members who rent their homes or dock space to provide the names
and contact information of the renters and details about their boats. Last year, a boat
almost sunk in the canal because we had no information about who to contact.
The cost of removing sea weed from the canal is exorbitant. If it impacts the operation of
your boat, Roy has several suggestions to avoid getting all clogged up with the goop
The green buoy has been fixed. We need to find the old mushroom anchor or buy a new
one. That should be accomplished shortly.
Empty Lots
The 8 empty lots in the neighborhood are now being maintained by the neighbor hood 6 are maintained by Waters Edge; the 2 on Royal are being maintained by LNRC The Town will be replacing the fencing and taking down dead trees at some time in the future .
Elections: The Board of Directors were elected as follows:
Jim Ferrentino 3yr term to July 2026
Sue Velys 1 yr term to July 2023
Vinnie Lattuga 1yr term to July 2023
Roy Jager & Mike Bruno continue their 2 year terms until July 2023
So 4 seats will be up for grabs next July. Better start campaigning now!

The De Vito house has sold. Harriet Holtzman recently sold her house too.

MINUTES OF LNRC MEETING ON 5-22-21
NEXT MEETING: Saturday July 10 at 10am at the Stamatiades at 265 Long Neck Blvd
215 Long Neck Blvd was, as usual, a major topic
We discussed that the bulkhead was falling in and would impact the entire canal
The Town had assured us they would shore up the bulkhead but later reneged once lawyers and code enforcement got involved
Now they will only clean the property
It appears the owner now owes $125,000 in property taxes
We discussed the need to write to Jay Schneiderman about this problem and considered suing the owner
As we concluded our discussion on 215 Long Neck, Jay arrived and informed us that the Town no longer owns 215 Long Neck so they are not responsible
The property was sold to the County a few weeks ago.
There are several possibilities of what the County might do with the property including auctioning it off, selling it to adjacent land owners (who are in fact interested), build affordable housing on it, put into preservation (which would mean there would be no repairs to the bulkhead at all)
Dredging the Back of the Canal
Getting permits is being looked into, but the problem is where to the spoils
The Town had told us they would provide a space for spoils but also reneged on their offer because EPA would not permit it
We’ll probably have to get soil samples from the canal analyzed
Front of Canal
It was last dredged by the County in 2017 and we are list to be dredged again, but we don’t know when that will happen
For now, the front of the canal is in good shape
Dues: For those of you who have not yet paid your dues, please send a check for $70 ($35 for Royal 13) payable to Long Neck Royal Canal Corp to me at 304 Royal Ave
Elections: will be held at the next meeting. Remember, you can only vote if you are current on dues payments
Needed info: Please, if you have a boat in the canal or are renting space to someone else, please
give us the following info: Make & size of boat and name and emergency contact information
We had an incident where a boat appeared to be sinking in the canal, but we didn’t know who owned the boat or how reach them. We were able to get the info and everything was okay, but
it’s important that we have this info before problems arise. Besides, wouldn’t you rather get a phone call from one of us telling you your boat got loose so someone can retrieve before it heads out to Peconic Bay?

MINUTES OF 9-26-20 MEETING

The meeting was opened with a plea for more people on the canal to come to meetings because we’re started to talk about some projects requiring lots of money and we’ll be making some decisions in which all members should be involved.
In addition, Jim Ferrentino recently sent out a survey to measure interest in big projects
and when people prefer to have meetings.
Please let us know your thoughts about the best time for meetings so we can get as many people attending and let us have your honest responses about dredging the entire canal.
If it turns out that most people aren’t interested in that project and/or don’t want to pay for it, we may not need to pursue it further.
So, please answer the survey!
215 Long Neck Blvd
LNRC was finally able to meet with Southampton Town officials, including Jay Schneiderman, the Town Attorney, Town Engineer and Code Enforcement.
After the meeting, Jim sent a letter to the owner of 215 Long Neck, asking them to clean up the property and at least shore up the bulkhead so it won’t collapse into the canal. If we don’t get a response or result, we’ll follow up with a stronger letter. (We’ve heard the owner may be selling the property)
A few things must happen at 215 Long Neck:

Property must be cleaned up (and maybe we’ll have to do it)

The Town must start paperwork on taking the property for tax arrears
-
Temporary fix for bulkhead to shore it up which would cost around $20,000
The Town could do it and then require the owner to pay.
The Town Engineer will review everything.
The Town could possibly fine the owner for failure to properly maintain the property
All of this is important because if the bulkhead does collapse into the canal, people south of 215 might not be able to get their boats in and out and we could not dredge the canal
FRONT OF CANAL:
It’s in pretty good shape and there is no need to dredge this year.
Richard Kechian got permits for his project
The bulkhead on Frank Fisher’s property at the end of Royal is rotting and needs repair.
That part is not owned by Frank, but by Water’s Edge
Apparently Water’s Edge does not have the money or interest in repairing it.
Do we want to pay to have it repaired?
Repairing it would help the beach but there are benefits to not repairing it. It’s something we’ll have to discuss next season
DREDGING THE ENTIRE CANAL
We did get one estimate: $225,000 to dredge
$125,000 to remove spoils
We will continue to seek other estimates.
Several lots are empty or state owned and we can’t rely on those parcels to contribute.
If all members pay, the cost per household would be approximately $10,000
That’s a lot of money. So why dredge? Dottie Minnick, a realtor, says that houses on deep water canals sell for 10 to 20% more than those not on a deep water canal (and you’ll be able to get your boat in and out even when it’s not high tide)
So, again, please answer the survey- we need to know whether this is worth pursuing
MISC
Why was Marty Shea from the Town here?
Probably looking at the two empty lots on Royal.
They may be considering uses one as a place to keep the Southampton Fire Boat which would be great for us because they’d have to dredge at least part of the canal
We had talked about needing more buoys for the canal at a prior meeting. It probably isn’t necessary and we might need permission from the Bay Constable to put in more buoys.
MEETINGS
We also discussed getting more people to meetings.
We are aware that Saturday mornings may not be best for everyone.
We tentatively decided that meetings would be the second Saturday of May, July and September
In 2021 that would be May 15, 2021, July 10, 2021 and Sept 11, 2021
But the survey includes a section on preferred day/time preferences. If everyone answers the survey and it turns out that Friday nights are better or Sunday afternoon, we’ll change the schedule so we can as many as we can at the meetings

We discussed at length the problem with the collapsing bulkhead on this property and how it can have dire consequences for the canal and reported on the difficulties we have encountered in getting the owner or town to take any responsibility for the property. We were discussing actions we could take, but after our meeting, we were able to get an appointment with Mr Schneiderman to discuss the problem. After the meeting, we’ll reassess what actions we should take.
FRONT OF CANAL:

It’s in pretty good shape and there is no need to dredge this year. Permits are in order and we are still pushing to keep us on the list for County dredging
BACK OF CANAL:

We’re still working on it and trying to get a “ball park” quote
Other Discussions

The Town has installed basins on Long Neck which run water into our canal. We don’t think we have a basis to stop the Town, but we do intend that they should pay for annual water testing and that they should contribute to the cost of dredging the canal because of their part in filling up the canal.

We’re considering a fountain in the pond as it would move water, minimize seaweed and look nice

We need more buoys to slow people down when they come into the canal as speed brings in more sand. The buoys are expensive, but would be helpful for navigation.

The bulkhead at the end of Royal Ave owned by Water’s Edge will collapse soon. We have been told that Water’s Edge doesn’t have the funds to do it, but we will get quotes.

We’re working on a plan to address the flooding problem on the street at the end of Royal.

FRONT OF CANAL:
The County surprised us and dredged the Long Neck Royal Canal and is in good shape.
All our permits for dredging are still valid, in case we have to dredge next year.
BACK OF CANAL
We’re still working on it.
We need to get permits but can’t them until we find a site for the dredging spoils.
The Town reneged on its offer to allow us to use the Long Neck beach
Some bulkheads need to be repaired. Matthew Kar and Frank Fischer are working on getting theirs done.
That leaves only 215 Long Neck5, the abandoned house. The Town has the necessary permits, but isn’t doing anything. Roy is putting pressure on the town to make those repairs, but so far, nothing
Issues with Houses/Bulkheads in the Neighborhood, etc:
326 Royal (burned out house)
The county owns it now. If it isn’t purchased, it will be auctioned off in October. There are rumors floating that someone has already purchased the house
We have some new neighbors. The Essays sold their house to the Roche family.
There is an offer on Austin Stack’s house
The De Vito’s house is still for sale.
Gary Stewart and Harriet Holtzman have put their house up for sale.
The damaged floating docks in the Royal 13 pond have been removed, but the ramp remains.
Signs prohibiting parking on Long Neck within 475 ft of the beach without a permit have been installed on a trial basis. There was some controversy over it. Bay View Pines supported the signs; others did not.
